The national day holiday

There will be large passenger flow in major scenic spots and travel sections.

Please make good travel plans.

Attention should be paid to the punch card scenic spot in online celebrity

The State Council Security Committee Office and Emergency Management Department held a conference on holiday travel safety knowledge on the 29th. Zhu Yueqin, deputy director of the Urban Disaster Research Center of the Institute of Natural Disaster Prevention and Control of the Ministry of Emergency Management, suggested at the meeting not to enter the undeveloped area without permission.

Some media have asked questions, and many people will check some strategies from the Internet before going out for a holiday. In particular, the media and travel bloggers will recommend some informal "small secret places" and "online celebrity punch points", among which there are many security risks. What should ordinary people pay attention to these "wild scenic spots"?

Zhu Yueqin responded that these secret areas and small scenic spots seem to have few people and beautiful scenery, but from the perspective of security risks, it is indeed a "three no areas", with no supervision, no emergency plan and no emergency material guarantee. Therefore, in recent years, it has also been a high-frequency occurrence place of mountain distress incidents, and similar incidents of unauthorized entry into undeveloped areas have also occurred in many parts of the country.

Zhu Yueqin also said that travel should be kept in mind."Four Essentials" and "Four Don ‘ts":

"Four Essentials", the first "Essentials" isChoose regular scenic spots and open routes to avoid wild scenic spots and routes; The second "to" isWear professional navigation equipment, headlights, bandages, and emergency relief supplies.; The third "to" isContinue to pay attention to local meteorological and geological disaster warning for 72 hours,Once there is an orange warning, cancel the trip immediately; The fourth "to" isTravel together and report the route and return time to relatives and friends.

"four don’t", first, don’t blindly believe in the unprofessional raiders uploaded by the Internet; Second, don’t enter the undeveloped area without permission; Third, don’t blindly challenge the difficult route; Fourth, don’t travel in extreme weather such as strong winds and heavy rains.

Zhejiang promotes the "one thing" of civil servant management service-running "at most once" to stimulate new efficiency

source map
The application materials for handling more than 10 businesses such as civil servant pension insurance and medical insurance have been reduced from 18 to 4, and the information to be filled in has been reduced from 183 to 6 by hand, and the processing time has been reduced from 1 to 2 months to 1 to 2 working days. Behind the sharp decrease in the number is the continuous deepening of the reform of "running at most once" within the organs of our province-the innovation of "one thing" reform in the whole career cycle management of civil servants. At the beginning of January this year, the "one thing" platform for civil servants in provincial organs was fully put into operation and extended to cities and counties (cities, districts). At present, data sharing at the provincial, city and county levels has been realized, and the province has a network.
A few days ago, General Secretary of the Supreme Leader pointed out during his inspection in our province that it is necessary to further promote the reform in important areas and key links, intensify the reform, improve the reform measures, accelerate the achievement of more substantive, breakthrough and systematic results, and explore ways and contribute experience to the national reform. As a landmark project to deepen the reform of "running at most once" in our province, at present, this reform is expanding to a deeper level and a wider field. The general secretary’s important speech further pointed out the direction for deepening this reform.
The "one thing" reform of civil servants’ career life cycle management is to integrate nine aspects of civil servants’ recruitment, transfer, transfer, job rank change, transfer-out, resignation, dismissal, dismissal and retirement, and 10 matters related to entry and exit, salary, endowment insurance, medical insurance, work injury insurance, provident fund, work permit and social security card into one thing, so as to realize declaration.
In the past, it took a long time and many links to handle the above-mentioned related business of civil servants, and there were still problems such as repeatedly filling in information, submitting materials, running back and forth, and running long. "I hope to be liberated from cumbersome affairs and repetitive work." Civil servants, especially grass-roots civil servants, are very vocal about this.
"This is a cutting-edge reform, focusing on improving the efficiency of the organs. The practical significance of the reform is not only to speed up, reduce burdens and increase efficiency for the personnel business of government agencies, but also to enhance the empathy and responsibility of the reform of government agencies and departments and carry the reform through to the end. " The relevant person in charge of the organization department of the provincial party Committee believes. When talking about the change, Dong Xiaomei, a four-level researcher in the Personnel Department of the Provincial Audit Office, was deeply touched: "Before the reform, four colleagues were needed to be responsible for’ running business’ in the department, one link after another. Now all matters are submitted once with a click of the mouse, and everyone has more time to participate in research and planning. "
The "one thing" management service platform tailored by the Provincial Big Data Development Administration for this reform has opened up information islands and data barriers in different departments and at different levels, and has been connected with various business departments, cities and counties platforms, realizing cross-departmental, cross-level and cross-regional information communication and data sharing. As a result, the business processing mode is changed from serial to parallel, and the handling personnel initiate the business application at one time on the platform, and all departments conduct online synchronous processing and real-time feedback, which greatly shortens the processing cycle. "This reform allows us to save manpower for other important work, which is equivalent to adding administrative establishment to us." Evaluation of the person in charge of the personnel department of the provincial emergency management department.
During this period, the Organization Department of the Provincial Party Committee gave a list feedback on the "cloud" acceptance of the "one thing" reform of civil servants’ career cycle management in various cities. Recently, the "one thing" management service platform will be fully launched to handle business, and the cross-regional and cross-level transfer of civil servants will be shortened from a few months to half a year to a few working days. The "one thing" reform will continue to enrich the connotation of the reform, unify the business handling standards, publicly promise to handle the time limit, explore the implementation of the "good bad review" and business return rate notification systems, and promote the continuous improvement of the internal approval system and business processes. In the past, civil servants had to go through the formalities of entry and exit before they were transferred to handle wages, endowment insurance and other businesses. The provincial party committee’s editorial office took the initiative to cancel this pre-link, paying more attention to the audit of source scientific editing and multi-departmental data sharing and collaboration, and filling management loopholes.
Deepen reform without stopping. Our province is also planning to comprehensively promote the "one thing" reform of the life-cycle management of staff in government agencies and institutions-on the basis of summing up the experience of the "one thing" reform of the life-cycle management of civil servants, it will extend to the institutions in the province, further break down the barriers of interests, break through the data barrier, systematically reshape the business process, focus on reducing materials, reducing time, merging sub-items and optimizing links, and realize the "one form application and one form application" for staff in government agencies and institutions in the province to handle related businesses.
"The business standards, process standards and technical standards formulated by our province in the’ one thing’ reform of civil servants have strong replication and operability. Comprehensively promoting the’ one thing’ reform of institutions and institutions will benefit the staff of all institutions and institutions in the province. " The relevant person in charge of the organization department of the provincial party Committee said.

In an emergency, charity law faces a series of challenges, perfecting charity rule of law and injecting more energy into emergency rescue.

【 View of Law Eyes 】

November 7 is a Sunday, and Ren Keyi has been busy until nearly 10 pm. As the captain of the Blue Sky Rescue Team in Jishan County, Yuncheng City, Shanxi Province, he took the team members to visit 19 families in Jingping Village and distributed winter clothes and stationery to the children. Unlike the unified relief materials, these clothes were chosen by the children themselves.

From the night of October 2 to 6, extremely heavy precipitation occurred in most parts of Shanxi, and the flood disaster caused concern. The rain in Jishan County began in late August. This county is adjacent to the Fenhe River, and the rainfall is sometimes small, which eventually led to the Fenhe dam being washed away by the flood. After the hot search for emergency rescue and disaster relief, the post-disaster reconstruction work continues.

This batch of winter clothes was supported by fundraising from partner organizations, and Han Qing team from Zhengzhou, Henan Province coordinated local partners to distribute them together. Han Qing’s team has organized material donations in many major disasters, and is quite experienced in this respect. However, he has not registered as a public welfare organization, but has been affiliated with other registered institutions as one of the projects every time. "Mainly to maintain flexibility, if I am officially registered in a certain district of Zhengzhou, in principle, I can only provide services there, but disaster relief itself is a cross-regional work." He said.

These "troubles" are waiting to be pushed forward. The National People’s Congress Standing Committee (NPCSC) charity law enforcement inspection report also elaborated the challenges faced by charity law in rescuing natural disasters and other emergencies, and called for revision to solve the outstanding problems.

  1. Policy support needs further implementation.

Blue Sky Rescue Team is an eye-catching figure in many disaster relief sites. There are nearly 800 rescue teams with brand authorization all over the country, which are well-known, but recently they have also faced some embarrassment similar to Han Qing.

On October 14th, official website, the Beijing Civil Affairs Bureau, issued a public notice of administrative punishment, and the Beijing team, the founding team of Blue Sky Rescue Team, was given a warning, ordered to stop its activities for six months and fined 20,000 yuan. The reason is that it has set up branches in violation of regulations, which violates the provisions of Article 13 of the Provisional Regulations on the Registration and Administration of Private Non-enterprise Units. At the same time, there are behaviors that do not have the qualification to conduct public fundraising, which violates the provisions of Article 26 of the Charity Law.

Zhang Yong, the commander-in-chief of Beijing Blue Sky Rescue Team, explained in an interview with the media that the administrative punishment of the Civil Affairs Bureau determined that Beijing Blue Sky Rescue Team had set up seven regional rescue teams and a pickup truck mobile team, which was an act of illegally setting up branches. "Beijing is so big that we have to have various groups to carry out services. For many years, it has been customary to call it administrative divisions. For example, the action group in Fengtai is called Fengtai Blue Sky Rescue Team, and I have never considered this issue before." In principle, these action groups should be registered separately in Fengtai and other districts.

2008 was called "the first year of voluntary service in China", and charitable organizations showed a blowout development after the Wenchuan earthquake. Based on the implementation experience of the Regulations on the Management of Foundations, the Regulations on the Registration of Social Organizations, the Provisional Regulations on the Registration of Private Non-enterprise Units and the Donation Law for Public Welfare, the Charity Law was promulgated in 2016.

"The charity law has been brewing for nearly 10 years, with a tortuous course and constant controversy. A core dispute is whether to adopt supervision and regulation or encourage development. " Xu Jialiang, Dean of China Institute of Public Welfare Development of Shanghai Jiaotong University, participated in the drafting of the expert opinion draft of the draft charity law. He recalled, "There are still two big disputes. One is whether charity belongs to the society or the government. If the government wants to do it, how much should it be done? Second, charity is done by professional institutions, or by each subject. " In the end, it was basically agreed that in order to supervise on the basis of promotion and encouragement, the government still reserved a part of charitable affairs, most of which were done by the society, and it was also clear that charitable organizations should do it as professional institutions and professionals, without excluding the participation of other subjects.

After the legal revision was initiated in the National People’s Congress Standing Committee (NPCSC) this year, several expert seminars showed that the effectiveness of charity law needs to be further stimulated. "Public participation has not been completely released, the overall donation scale in China has not been significantly improved, which is disproportionate to the growth of GDP, and charitable organizations have determined that their enthusiasm is not high." Xu Jialiang said.

He felt that some provisions needed to keep pace with the times. "For example, the charity law stipulated that the annual management expenses should not exceed 10% of the total expenditure of the year. For a large number of small organizations, the annual funding may be less than 1 million yuan, so the cost of employees is only 100,000 yuan, and even a full-time employee can’t be hired. "

In addition, a series of incentives and preferential policies that have been introduced need to be further implemented. For example, Huang Shuming, assistant dean of China Public Welfare Research Institute of Beijing Normal University and director of charity research center, said that one of the goals of charity law legislation is to break the dual management system and promote the direct registration of charitable organizations in the civil affairs department, that is, there is no need for a competent business department. However, in practice, the registration and establishment of the three basic forms of charitable organizations, namely foundations, social organizations and social service institutions, still need to rely on the Regulations on the Administration of Foundations, the Regulations on the Administration of the Registration of Social Organizations and the Provisional Regulations on the Administration of the Registration of Private Non-enterprise Units, and still need the competent business departments.

Among these three regulations, the Regulations on the Management of Foundations, which was formulated relatively late, has been implemented for 17 years, and many regulations can’t meet the current needs. However, the three regulations have not been revised since the introduction of the charity law, so new regulations on the management of social organizations and other supporting documents are needed to implement the institutional guarantee that charitable organizations should receive.

  2. Improve the emergency coordination mechanism.

Every time there is a major disaster, social forces will be greatly activated, and public welfare undertakings bear social expectations and become more and more important.

"The charity law pays more attention to charitable acts under normal conditions, but there are only principled provisions for emergency situations. How to establish a coordination mechanism for government departments and how to mobilize social forces to participate is still lacking in specific norms at the implementation level." Huang Shuming believes that in order to do well in an emergency, we must form an institutional arrangement in which social forces participate in the normal state.

This kind of joint force is often easily lacking in disaster relief: the emergency coordination mechanism between government departments and charitable forces is insufficient, and the communication between social organizations is insufficient, thus forming an information barrier that affects the rescue efficiency. "For example, when raising money for a province, we spent a lot of time at first to verify the help-seeking information circulating on the Internet. Some help-seekers may receive verification calls from many different organizations one day." Han Qing said that first of all, it is necessary to find out what materials a place needs, and it is necessary to constantly update it. The materials needed at different stages are different. If rescuers and materials get together in some places, and no one arrives in some places for a long time, it will cause huge waste of materials and manpower.

All parties call for social forces to be included in various emergency plans. During the disaster relief process, the Jishan Blue Sky Rescue Team formed a response reporting and receiving task mechanism with the local emergency department. But in other disaster relief sites, this is not the norm.

Social forces should also have more room to play. "If donated materials are only received and distributed by the Red Cross or the Charity Federation, it is easy to manage and master information, but the transparency is not high enough and the distribution efficiency is relatively low." Many frontline workers who participated in the rescue and disaster relief said that the grassroots will face some practical problems when assigning tasks. For example, the materials received by a village are not enough to cover the whole village, and it is not appropriate for anyone to send them first, and sometimes they will not be distributed for the time being.

Collaboration has also attracted the attention of the industry. According to Peng Yanni, Secretary-General of Nandu Foundation, after the Ya ‘an earthquake in 2013, China Foundation for Poverty Alleviation and Nandu Foundation jointly launched the platform of "Foundation Disaster Relief Coordination Meeting" to promote the integration and complementarity of government disaster relief plans and foundation disaster relief actions, and promote the exchange of information between foundations. When the epidemic situation in COVID-19 is serious in 2020, relying on this platform, some social organizations that have long been concerned about the emergency field also joined in, forming a larger collaboration network.

  3. Strengthen the construction of support mechanism for charitable organizations.

In 2018, China’s emergency management system was restructured. After integrating the responsibilities of various departments and institutions, the National Emergency Management Department was established, and the emergency management system and capacity strode towards modernization. The auxiliary positioning of social emergency rescue forces is more clear, but at present, the number of professional rescue organizations, especially those with disaster relief and rescue capabilities, is insufficient. They need to be included in the complete rescue system, get professional training and find a stable source of funds.

Emergency rescue is a field that relies heavily on professional ability, which requires a lot of skill training every day. Ren Xiaolun is the captain of the Blue Sky Rescue Team in Jinshui District, Zhengzhou, Henan Province, and has participated in flood rescue in Henan and Shanxi. He introduced that some team members should be able to operate lifeboats, and some should use sonar systems for underwater detection. At the same time, the whole team should undergo physical examination and have the qualification of first aid workers and radio licenses. In addition to mastering professional skills, you should also serve for a long time. At present, some social rescue forces in China are not effectively trained, and there are situations in which the rescue team itself needs rescue at the disaster relief site.

In order to improve the professionalism of the team, taking the Blue Sky Rescue Team in Jishan County as an example, the local emergency department and the Blue Sky Rescue Team organized some training, but the expenses needed to be taken care of by themselves, so the funding problem became the biggest reason for the loss of team members.

Ren Xiaolun said frankly that their lifeboats were bought by the players themselves. Usually, the accommodation and travel expenses involved in the rescue are also self-care. However, the Blue Sky Rescue Team in Jishan County has no lifeboats and other equipment, so it can only ask the rescue teams in neighboring counties for help when necessary.

Peng Yanni pointed out that there are very few funded foundations at present, and other types of social organizations often have to raise funds from other channels. In addition to self-financing, part of the funds also come from services purchased by the government and donations from enterprises or individuals.

At present, in Chengdu, Sichuan Province, where disasters are frequent, the local earthquake prevention and disaster reduction bureau provides Sichuan Blue Sky Rescue Team with expenses that can cover personnel insurance, training funds and administrative costs, but this practice is not universal. The National People’s Congress Standing Committee (NPCSC) charity law enforcement inspection report also pointed out that the government’s mechanism of supporting charitable organizations through purchasing services needs to be further improved.

Peng Yanni and Huang Zhongming both mentioned social consciousness. When a disaster occurs, a large number of donations will be received, but these are all special funds for disaster relief. Huang Shuming felt that the rescue force could not appear naturally when a disaster occurred. In the early stage, prevention and emergency preparedness, monitoring and early warning, and post-disaster reconstruction, there was not so much attention and insufficient input. In an emergency situation, everyone thinks that platform construction and team building are needed, but the construction is long-term.

The 261st rainstorm raid trapped tourists turned into flood fighters.

In the beautiful western Hunan, there is a natural village built along the river-Murong Miao Village. On July 17th, it happened to be Sunday, and Miao Village ushered in the peak of tourism. This was a beautiful weekend, but this tranquility was soon broken.

After 9 o’clock in the morning, the rain became tighter and tighter, and the river rose rapidly. In just over an hour, the only way in and out of Miao Village was swallowed up by the roaring mountain torrents, and the wind and rain bridge leading to the parking lot was also submerged. Although most tourists have been moved to the safe area of the parking lot in advance, about 100 tourists are still trapped in the stockade.

Seeing the water level getting higher and higher, enthusiastic local villagers took tourists home, some took out dry clothes, some took out zongzi and eggs … In the storm, the Miao village gave birth to warm flames.

The tourists’ mood gradually stabilized. Some hot-blooded boys can’t sit still. They think it’s better to go out to support the flood fighting than to hide in the house and "enjoy". Some people worry that there will be a danger of landslide outside, and some people analyze that there are lush trees around and the possibility of landslide is very small.

Just as the boys were discussing the "flood control plan" enthusiastically, the staff in the scenic spot standing by were frightened. After all, they were all guests from afar. What if something happened? However, the staff’s dissuasion failed to stop those brave hearts. More than a dozen well-prepared male tourists took the lead in rushing into the rain and joined the locals in the fight against floods.

In the storm, they shouted slogans, which made the roar of thunder and lightning seem small. They Qi Xin pushed open one obstacle after another on the spillway, shouldered sandbags again and again, and diverted the fierce flood.

Special strength in a special period-on-the-spot report on Hunan’s fight against severe ice and snow disasters

Special topic: unity is strength, freezing disaster prevention

Xinhuanet Changsha, February 8 (Reporter Tan Jian, Ding Wenjie) The north wind roared and snowflakes danced. A rare ice and snow disaster in history froze three Hunan and four waters.

More than 20 days of violent storms have caused the Beijing-Guangzhou railway line to be interrupted, the Beijing-Zhuhai Expressway, the north-south artery, has been paralyzed, more than 30,000 vehicles and more than 80,000 people have been forced to stay, the whole cities of Chenzhou and Hengyang have been cut off from electricity and water, and Hunan’s main power grid is in jeopardy!

At present, the most urgent task is "access, power conservation and safety". For this common goal, the cadres and the masses in Hunan Province mobilized urgently, and the four provinces of Hunan, Guangdong, Jiangxi and Guangxi joined hands to help each other. After the full efforts of the broad masses of soldiers and civilians, the ice melted, the snow melted, the roads opened and the electricity came …

Great rescue: ice and snow are ruthless and people are affectionate.

The sudden freezing disaster blocked the Beijing-Zhuhai Expressway, the north-south artery of our country. More than 30,000 vehicles lined up for more than 190 kilometers, and more than 80,000 drivers and passengers were trapped. Countless children, women and the elderly are trapped. In the world of ice and snow, their fate touches everyone’s heart.

On January 25, the disaster was urgent. Zhang Chunxian, secretary of the Hunan Provincial Party Committee, and Zhou Qiang, governor of Hunan Province, held a meeting overnight to rescue people trapped in vehicles. Hunan province ordered the government along the highway to organize armed police, reserve troops and cadres to provide food, boiled water and blankets to the stranded people free of charge, and to transfer the old, weak, sick and disabled people to the nearest towns.

While rescuing passengers, police cars in Hunan Province cleared the way, guiding traffic icebreakers to break ice and snow, and getting through the southbound passage as soon as possible to guide trapped passengers. Tens of thousands of traffic police in the province are on the road to divert vehicles. From January 14th to 30th, Hunan Expressway invested 40,000 person-times, 3,496 vehicles, 917 construction equipment, more than 440,000 sacks and straw bags, and more than 6,000 tons of salt and gravel to make the stranded vehicles move forward as soon as possible.

The paralyzed Beijing-Zhuhai Expressway has become a "parking lot" spreading for hundreds of kilometers. Some passengers have been trapped for days without eating. Many children and old people who went south to Guangdong to reunite with their families for the New Year are very tired, and they have been trapped for days, making some people sick.

Special period, special power. The ice and snow froze the way home, awakening the love of the whole society. Inspired by the special spirit of the special period, the whole society took action and extended a helping hand to the trapped drivers and passengers in its own way. On the frozen highway, party committees and governments at all levels, as well as road administration departments, traffic police and news media, have become the hopes of the trapped people in the cold winter. Calls for help have come like snowflakes, and touching stories of saving lives and solving problems are staged every day.

Some people in Hunan sent hot lunch boxes and boiled water. A group of strangers organized a "Red Palm Rescue Meeting" through the Internet, and collected a group of quilts, hats, gloves, blankets, food, medicines and other materials urgently needed by the trapped people. They rented a car and rushed to the Beijing-Zhuhai Expressway to distribute them to the trapped people overnight.

Due to the long-term detention, the drivers and passengers’ mobile phones have long been dead, and they have lost contact with their families. These netizens asked the passengers to write down their messages and home phone numbers, and after returning, they called home for the trapped people to report their safety.

Their actions have been supported by netizens all over the country, and more and more materials have been donated and transported to the disaster areas. A netizen wrote: "The coldness and suspicion between people face to face are melted by sincerity and kindness here. I burst into tears again and again. There is always a warm place in this cold. "

Great diversion: the way to get through life

If the Beijing-Zhuhai Expressway is the north-south traffic artery in China, then the Hunan section is the "heart" of this artery. The Hunan section of Beijing-Zhuhai Expressway, with a total length of 532 kilometers, runs through the north and south and connects the east and west, and is the hub of material transportation in North China, Central China, South China and Southwest China. Once something goes wrong with this north-south artery, it will affect the normal operation of the national traffic.

It is understood that the traffic volume of Beijing-Zhuhai Expressway is designed according to 22,500-28,400 standard cars per day, but the traffic volume has been increasing at an average annual rate of 20% since its completion. The freezing rain and snow for more than 10 days in a row has made the already burdened Beijing-Zhuhai Expressway face the danger of paralysis.

On January 28th, in Hengyang section, the most congested section of Hunan section of Beijing-Zhuhai Expressway, the long queue stretched for tens of kilometers. Although there were traffic police along the line to maintain traffic order, the vehicles were still "crawling". At this time, a new round of snow and ice weather is coming. In this case, it is obviously impossible to get through the Beijing-Zhuhai Expressway in a short time.

In order to evacuate the crowded traffic as soon as possible, it is imperative to open up a "second passage". On the 28th, Zhang Chunxian, the former secretary of Hunan Provincial Party Committee and Minister of Communications, contacted the main leaders of Guangxi Zhuang Autonomous Region Party Committee and government, and decided to join hands with the two provinces to divert the vehicles stranded in the south of Beijing-Zhuhai Expressway to enter the western part of Guangdong via Hengzao Expressway and Quanzhou Bypass in Guangxi.

In order to solve the worries of drivers and passengers, Hunan and Guangxi provinces announced that they would implement the "four noes policy" of no fine, no unloading, no inspection and no charge for vehicles taking the "second passage", and at the same time, Hunan Province would subsidize 200 yuan fuel fee for each vehicle and distribute the "diversion road map" to every driver and passenger.

At the interchange of Hongshi, Beijing-Zhuhai Expressway, a large-scale propaganda slogan that reads "Go to Hengzao, go home early" was passed by large vehicles in an orderly manner. In order to keep the "second passage" unblocked, Hunan Province has almost gathered the strength of the whole province. Zhang Chunxian, secretary of the provincial party committee, and Zhou Qiang, governor, visited Hongshi Interchange Line to persuade the stranded vehicles to be diverted as soon as possible. Each stranded vehicle received a schematic diagram marked with a specific route. All counties and cities along the line have also mobilized, and hundreds of thousands of cadres and masses have been sweeping snow and deicing along the road day and night to ensure the smooth flow of this "lifeline".

After the "second passage" was successfully opened, the Hunan section of Beijing-Zhuhai Expressway was basically connected, but new problems emerged. As all the border crossings between Hubei and Hunan were opened, the number of vehicles going south along the Beijing-Zhuhai Expressway suddenly increased, and the once-unblocked Linchang section of the Beijing-Zhuhai Expressway once again experienced heavy traffic detention.

On February 1, the Hunan section of Beijing-Zhuhai Expressway was once again tight. In order to further reduce the pressure on the Beijing-Zhuhai Expressway, Hunan Province and Jiangxi Province urgently negotiated to continue to organize and implement the diversion of Hengzao Expressway and National Highway 107, and quickly opened up a "third passage" for southbound vehicles, that is, entering Jiangxi through the Taotan Expressway in Hunan Province and diverting vehicles and personnel to Meizhou, Huizhou, Shenzhen and Dongguan in eastern Guangdong. For vehicles passing through Jiangxi, the "four noes policy" of no fines, no unloading, no inspection and no charges is also implemented. At this point, the Hunan section of Beijing-Zhuhai Expressway has formed a cross-provincial exchange of "one line, two wings and time-sharing segmentation".

According to the reporter’s understanding, due to the timely implementation of diversion, from January 29 to 12: 00 on February 3, the number of vehicles diverted to Guangxi by Hengzao Expressway has reached 19,000; More than 30,000 vehicles diverted to Guangdong via National Highway 107; The "third passage" opened in the early morning of February 2 diverted about 3,000 vehicles that day, greatly reducing the pressure on the Beijing-Zhuhai Expressway.

In the Nanling section of Chenzhou, Beijing-Zhuhai Expressway, after nearly 10 arduous ice-breaking battles day and night, on February 4, Beijing-Zhuhai Expressway finally achieved a full-line connection.

According to incomplete statistics, in this battle, more than 300,000 cadres and workers in Hunan Province took to the road and organized 60,000 deicing machines. More than 82,000 troops stationed in Hunan, armed police, fire and reserve officers and soldiers have been dispatched to fight day and night, breaking more than 500 kilometers of ice and urgently transporting more than 500 tons of various materials.

Sanya, Hainan: Let more state-owned scenic spots "return the scenery to the people"

From June 1st, Tianya Haijiao Tourist Area in Sanya, Hainan Province was opened free of charge. This is a year since Luhuitou Scenic Area and Cave-in-the-Sky Tourist Area were opened free of charge one after another, and another state-owned scenic spot in Sanya has implemented a free ticket policy. In recent years, Sanya has practiced the new development concept of cultural tourism integration, accelerated the structural reform of tourism supply side, and constantly explored the feasible path of "cultural return" and "returning scenery to the people" in tourist attractions, effectively stimulating the growth of cultural tourism consumption and enhancing tourists’ sense of gain and happiness.

National sharing of state-owned scenic spots has become a new trend.

The Tianya Haijiao Scenic Area received nearly 20,000 visitors on the first day of free opening. The scenic spot has planned many activities, such as Tianya market, float parade, concert, etc. Many citizens and tourists choose to bring their children here to feel the romantic atmosphere of the scenic spot.

As early as July 1st and October 1st last year, Sanya Luhuitou and Daxiongdongtian Scenic Spots were opened free of tickets, and a series of festivals and new product formats were launched. The popularity of scenic spots continued to heat up, enriching the tourist experience of citizens.

Sanya Tianya Haijiao Tourist Area, Luhuitou Scenic Area and Dongtian Tourist Area all have rich historical background and profound humanistic connotation. On July 1st last year, after the opening of Luhuitou Scenic Area, the number of tourists increased greatly, and it was linked with Sanya Bay, Dadonghai, Linchunling and other scenic spots to build Sanya’s "city meeting room", to create an open scenic spot that involves tourism, always provides services, has beautiful scenery everywhere and is experienced by everyone, to continuously enhance the image of Sanya as a tourist city, attract the attention of the world, and make Sanya a happy city with both value and temperature. Tianya Haijiao Tourist Area deeply digs into the cultural connotation and brand value of Tianya Haijiao, and integrates it into the "Tianya Story" series to build a platform for lovers to express their love and romance, young people to pin their poems on distant places and professionals to express their feelings; The research tour products launched let children "go wild" to understand the local culture and realize the research significance of "knowing where to go".

Zheng Conghui, Party Secretary and Chairman of Sanya Travel Group, said that in order to better tell the Hainan story to domestic and foreign guests, Sanya Travel Group will continue to build a tourism development platform, promote the development of the tourism industry chain in all factors, industries, processes, directions and all time, accelerate the realization of the whole island’s urbanization and the whole city’s scenic spots, and vigorously promote the global support of tourism services, the global coverage of tourism governance, the global linkage of tourism industries, and the sharing of tourism achievements by all people, and "subtract tickets"

Tickets are free in scenic spots. What does the income depend on?

Tickets for scenic spots are free. What does the scenic spot rely on to make money? Huang Xingwu, deputy mayor of Sanya, said that Sanya relies on the free opening of state-owned scenic spots to promote the transformation of state-owned scenic spots from ticket economy to comprehensive consumption economy, optimize the operation and management mode of state-owned scenic spots, vigorously develop diversified, universal and equal tourism consumption products, actively expand tourism consumption space, and promote the formation of a new pattern of developing global tourism. "That is to say, we will do’ subtraction’ on tickets and’ addition’ on services. Through event planning and tourism marketing, we will continuously enhance the international attraction and competitiveness of Sanya’s tourist city, create a city boutique public scenic spot shared by host and guest, and further enhance the experience and satisfaction of the general public tourists." He said.

Sanya will deepen the field of "tourism+cultural creation", continue to develop diversified and compound cultural tourism products popular with tourists, dig deep into the cultural and brand values of scenic spots, and develop a series of cultural and creative products. At the same time, it will further enrich the business projects with strong experience, such as homestay, camping and ocean sports, and meet the play needs of citizens and tourists in multiple dimensions.

Luhuitou Scenic Area integrates and innovates elements such as the background of Luhuitou story and the culture of South China Sea, and creates a self-operated brand "Lucheng Time" Wenchuang Store. The series of jewelry, fans, bags and other products with the image of "deer" are well received by tourists. Constantly dig deep into the cultural connotation of the legend of Luhuitou, enhance the soft power, further improve the cultural tourism system of "Luhuitou looking up at Lucheng" with the theme of "holding your hand to Luhuitou", and form a tourism industrial chain system of "Love Luhuitou at first sight"; Four brand festivals were launched, namely, the Spring Carnival in spring, the International Beer Festival in Qingshan in summer, the feast of macaques in autumn, and the International Happy Festival in Spring in warm sunshine in winter, which attracted a large number of tourists and returned romantically.

Zheng Conghui introduced that in the future, Sanya will continue to deepen the IP of the "Heart of Sanya" Urban Tourism Festival and introduce diversified formats such as high-end catering and entertainment to bring sufficient immersive experience to citizens and tourists. In the coming summer, Sanya will successively launch promotional packages and theme activities such as islanders’ special offers, graduation season activities, summer camps, destination weddings, etc., so as to guide tourists to visit Sanya in the wrong peak. Brand events will be held, internationally renowned IP will be introduced, and high-quality large-scale tourism cultural and sports festivals such as Hong Kong and Taiwan star concerts will be held. A series of "going out" tourism promotion and business exchange activities will be carried out for important source cities at home and abroad, and various forms of combination boxing such as business development negotiations, tourism promotion and field visits will be held to promote the introduction of resources and the investment and construction of free trade ports, creating more potential tourism cooperation opportunities at home and abroad.

Adhere to the development of tourism quality and "travel with confidence"

The most intuitive embodiment of the high-quality development of tourism is the improvement of product and service quality. The reporter learned that in recent years, Sanya has strengthened the concept of high-quality tourism development, and all kinds of new formats and new products have been well received by the market, which continues to attract tourists from all over the world to spend money in Sanya. In order to better protect the rights and interests of tourists, Sanya has introduced the "advance payment" system and expanded the "advance payment" fund pool to 10 million yuan to meet the demand for advance payment of various tourism consumption complaints.

Sanya has also innovated the supervision mechanism, built a linkage working mechanism of "paying in advance" and "market supervision", accelerated the handling process of travel-related complaints, and strived to "settle non-major travel-related complaints within one day" to create a high-quality tourism market environment.

Chen Zhenyu, director of tourism, culture, radio, film and sports in Sanya, said that "paying first" is a solemn commitment made by the Sanya Municipal Party Committee and the municipal government to the vast number of tourists across the country, indicating that Sanya adheres to the development concept of putting tourists first and quality first. Relying on the "first payment" system, we will also build a star rating system for Sanya’s rest assured travel merchants, refine and optimize the service standards for all elements of eating, living, traveling, traveling, shopping and entertainment, strengthen the training of employees, make the concept of quality development cover the whole industry and many fields, and make quality service the bright spot of high-quality tourism development.

In recent years, under the guidance of the Municipal Party Committee and the Municipal Government, Sanya has made great efforts in the construction of public service system, market supervision and rectification, and the training of tourism talents, built a multi-level and full-time tourism consumption system, launched a series of "goodwill" and "pet tourists" activities, held cultural and sports events that the public loved, and made Sanya a "happy tourism" destination.

Huang Xingwu said that after free opening, citizens can enjoy the historical, cultural, ecological, leisure and tourism public service resources of the scenic spot. At the same time, the major scenic spots in Sanya will continue to polish their brand characteristics, optimize their service experience and extend the tourism industry chain, so as to show the beautiful coastal scenery, long history and culture and rich and colorful ethnic customs of Sanya to domestic and foreign tourists in all directions. Relax arms exports and seek military loosening. Kishida government keeps making small moves.

  □ Rule of Law Daily reporter Suning

In order to loosen the arms export, Japan, which is bent on becoming a "normal country", has never stopped making small moves in recent years. Recently, the Japanese government is trying to find the so-called "legal basis" around the export rules of defense equipment. On August 23rd, Japan’s ruling Liberal Democratic Party and Komeito Party convened a working group meeting to revise the "Three Principles of Defence Equipment Transfer" and its application guidelines (hereinafter referred to as "Principles and Application Guidelines") earlier than originally planned. At the meeting, officials from the National Security Bureau and the Ministry of Defense of Japan expressed their opinions and demanded that the current principles and application guidelines be revised, and five types of defense equipment, such as vigilance and transportation, were allowed to be exported with lethal weapons.

Analysts pointed out that behind the above dangerous trends, there is a hidden motive for the Japanese government to relax its arms export policy and seek military loosening, which obviously violates the Japanese pacifist constitutional concept and will have a serious negative impact on regional peace and stability.

The working group meeting was held in advance.

According to the Sankei Shimbun, the meeting of the working group was advanced to August according to the instruction of Japanese Prime Minister kishida fumio.

It is understood that the working group meeting aimed at studying the revision principles and application guidelines was established in April this year. After several months of discussion, in early July, the working group meeting was adjourned after sorting out the amendments, and it was originally planned to meet again after this autumn. Regarding the reasons for the early convening of this meeting, some analysts pointed out that the Kishida government is eager to relax Japan’s arms export policy and seek military loosening.

Since the beginning of this year, under the leadership of Kishida, the Liberal Democratic Party and the Japanese cabinet have been constantly moving, and have repeatedly promoted the revision of principles and application guidelines.

In January, in order to "promote the development of Japan’s domestic defense industry" and expand the export of defense equipment, the Liberal Democratic Party set up a parliamentary union to actively promote the revision of principles and application guidelines. In March, when Kishida was questioned in the Senate, he said that he would promote the revision of the application policy, and boasted that Japan’s export of defense equipment was "an important means to maintain peace and stability in India and Taiwan and create an ideal security environment in Japan."

The Chief Cabinet Secretary of Japan, Boyi Matsuno, has repeatedly advocated the same argument to the media, that is, "amending the export rules of defense equipment is a subject that (the government) must draw a conclusion."

In May this year, Japanese Defense Minister Yasukazu Hamada even told the ruling Liberal Democratic Party and Komeito Coalition that the Japanese government "can decide whether to export anti-personnel weapons according to specific conditions" because there is no explicit prohibition in the existing principles and application guidelines.

In June this year, the Japanese parliament passed the Law on Strengthening the Foundation of Defense Industry, and set up a fund of 40 billion yen to subsidize and promote the export of Japanese military enterprises’ products, which forced the revision of principles and application guidelines.

Analysts pointed out that the principles and application guidelines are policies and regulations on the export of Japanese defense equipment. Japan’s promotion of revising the export policies and regulations on defense equipment and exporting lethal weapons to Ukraine is not only conducive to the settlement of the Ukrainian crisis, but also to regional stability and world peace.

What is more noteworthy is that Japan’s policy of relaxing its arms export is one of the important measures to strengthen its military and expand its arms, which is completely contrary to the concept of a peaceful country.

"Small steps and quick running" to seek military loosening

Restricting arms exports is the core policy principle of Japan’s pacifist constitutional concept. At the end of last year, the new version of the third document on security policy completely abandoned the principle of "defending exclusively". The movement of the Kishida government and the Japanese ruling party once again confirmed that Japan wants to break through the post-war military taboo and seek military loosening.

According to Japan’s current principles and operational guidelines, except cooperative development countries, Japan can only export five types of non-lethal defense equipment such as disaster relief, transportation, vigilance, surveillance and maritime mine clearance to partner countries that have cooperative relations in the security field. However, at the meeting on August 23, the Japanese government held that since the current principles and application guidelines "have no specific provisions on anti-personnel weapons", the anti-personnel weapons carried by the above five types of defense equipment can also be exported, for example, warning surveillance ships can carry machine guns and demining boats can carry artillery.

In addition, according to the current principles and operational guidelines, weapons developed by Japan in cooperation with other countries may not be exported to third countries. However, at this meeting, on the pretext that "it may have an impact on joint development", the Kishida government demanded to revise the policy and liberalize the export restrictions on the fifth-generation fighters jointly developed by Japan, Britain and Italy.

In fact, Japan’s practice of "running in small steps" and "cutting sausages" to modify the arms export policy and guidelines bit by bit and seek to loosen the arms sales has a long history.

For half a century after the war, under the influence of the peaceful constitution and the spirit of dedicated defense, Japan has always been cautious about arms export under the provisions of the Three Principles of Arms Export, and banned all arms exports in principle.

However, with the intensification of right deviation, Japan began to seek to relax and expand its arms exports. To this end, in 2014, Japan newly formulated the "Three Principles of Defence Equipment Transfer" to replace the previous "Three Principles of Arms Export", which greatly lowered the threshold for arms export. At the end of 2022, Japan clearly stated in the new version of the National Security Strategy and other three security policy documents that it is necessary to study and revise the principles and application guidelines to expand the export of defense equipment.

  Opposition to worry is growing.

At present, even within the ruling Coalition of the Liberal Democratic Party and the Komeito Party, there are different opinions on the revision of the principles and application guidelines.

The Liberal Democratic Party advocates abolishing five types of restrictions, such as disaster relief and transportation, and lifting the ban on arms exports to a greater extent. Some Komeito Party members hold different views. Ishii Kei, secretary-general of the Komeito Party, said a few days ago that it is not appropriate for Japan to export weapons of destruction to earn foreign exchange.

The Japanese people and public opinion have always been opposed to the dangerous trend of Japan’s attempt to relax and expand arms exports and strengthen its military expansion.

Japan’s "Kyoto News" editorial pointed out that people are worried about the long-term conflict between Russia and Ukraine. Since Japan has restrictions on the export of defense equipment, it should adhere to the principle. Japan’s Asahi Shimbun pointed out in its editorial that providing weapons of destruction to other countries will not only violate the principle of pacifism, but also have a wide-ranging impact and aggravate regional tensions. Red Flag, an organ newspaper of Japanese communist party, commented that promoting and expanding arms exports is a part of the Kishida government’s efforts to build a military country, and this dangerous plot cannot be allowed to succeed.

In the first half of this year, Japan held the International Exhibition of Defense and Safety Equipment for the second time since 2009. On the day of the event, more than 300 people gathered in front of the convention and exhibition center, shouting slogans such as "refusing to prepare for war", "rejecting dead businessmen" and "opposing war", and strongly protesting Japan’s actions of strengthening arms trade. Hiroshi Sugihara, the representative of Japan’s "Stop the Expansion of the Army", condemned that this is an act that encourages disputes between countries, which not only violates the Three Principles of Defence Equipment Transfer, but also fundamentally violates the peace constitution.

Analysts pointed out that in recent years, Japan has used the changes in the international situation to exaggerate threats, speculate on crises and create confrontation, making excuses for getting rid of the post-war system, relaxing the arms export policy and seeking military loosening. Last year, the new version of the three documents on security policy decided to greatly increase the defense budget and develop offensive "counterattack capability", which seriously violated the peace constitution and the spirit of defending exclusively, and has caused major changes in Japan’s defense policy since the war. Strengthening the development of the military industry and seeking to loosen the arms export is another measure worthy of the vigilance of the international community. Once the Kishida government can revise its principles and application guidelines again, it will inevitably lead Japan to go further and further on the wrong road of deviating from peace.

Protests broke out in Israel, and at least 11 people were injured in clashes with police.

China news agency, Beijing, March 2 Comprehensive news: According to the Israel Times, there were many protests and demonstrations in Israel on March 1, local time. At least 11 people were injured and more than 50 people were arrested when protesters clashed with the police.

According to the report, in order to oppose the judicial reform plan of Israeli Prime Minister Benjamin Netanyahu, protests broke out in the central city of Tel Aviv and other places on March 1. Some protesters blocked the Ayalon highway in Tel Aviv, and the police used water cannons and stun grenades to control and disperse the crowd here.

The Associated Press said that Netanyahu’s wife Sarah was also affected by the protests. When she had a haircut in a hair salon in Tel Aviv that night, a large group of protesters gathered near the place and shouted slogans. The police then dispatched police to escort Sarah to leave.

On the same day, Netanyahu issued a statement calling for the cessation of violence to calm tensions. "Protesting freedom is not a license to push the country into anarchy."

In January this year, Netanyahu’s government announced that it would reform the judicial system, with the aim of restoring the balance of power and preventing some judges from interfering in politics beyond their authority. Some media said that the relevant plan will strengthen the control of the Prime Minister on judicial appointments and weaken the Supreme Court’s ability to overturn the decisions of the legislative or administrative departments.

The decision immediately triggered public opinion controversy. Some people took to the streets to protest and demand that the government stop promoting relevant reform plans. On February 13th, about 100,000 people gathered outside the Knesset to hold a protest.
